Find the An Official Counter-Proposal note in the Candy Processing Facility to unlock its recipe, then craft it in an Oven with 1 Cricket Drumstick, 3 Cricket Parts, 2 Potato Bits, and 2 Spicy Shards. Place the finished item on the pedestal near the arena entrance.
